From what I was told Xenon are the actual headlight(s) and the entire thing is installed. Where as HID's are just switching out the bulbs.
The HID's aren't the same but a very good (and cheaper) alternative. Because unless you go to Japan or know someone selling them you're not going to find the Xenon lights too much cheaper.
